RSMo §287.030.
Missouri sets a lower bar for construction. Most employers must carry workers compensation at five employees, but construction industry employers — plumbing, HVAC, electrical, and fire sprinkler contractors included — must carry it at one employee. RSMo §287.030. If your renewal is more than 60 days out, get an indication now and hold it against the renewal offer when it lands. Within 60 days of your renewal or effective date, we can work a real quote.

Construction. 1 employee. That is the Missouri threshold.
Missouri Division of Workers' Compensation
With some exceptions, all employers with five or more employees, and construction industry employers with one or more employees, are required to insure their workers' compensation liability.
What Missouri requires
Construction industry employers with one or more employees must insure their workers compensation liability. RSMo §287.030. Plumbing, HVAC, electrical, and fire sprinkler work is construction. The five-employee threshold you may have heard about applies to other industries, not to contractors.
What we need from you
Complete in just a minute with a few quick questions. No ACORD form. No insurance vocabulary. Mod at 1.30 or under and premium under $50,000: we do not ask for loss runs.
What you get
An indication in one to two business days, reviewed and signed by a licensed principal of this agency. Hold it against the renewal. Within 60 days of your renewal or effective date, we can work a real quote. Direct-billed on Clear Spring Property and Casualty Group paper. An indication is not a quote, not a binder, and it creates no coverage.
Why the general contractor asks
In Missouri, a contractor can be treated as the statutory employer of a subcontractor’s workers on the job. RSMo §287.040. That is why general contractors ask for your certificate before you start, and why an uninsured sub can lose the job. Missouri trade licensing is mostly done by cities and counties, so the certificate request usually comes from the GC or the permit office, not a state board. We issue certificates as part of binding.
